OPE network: structure and operation
After 15 years of activities on the socio-economic front, the officials of the Action Sociale pour Jeunes (ASJ), in cooperation with the OGB-L, decided to create an organisation capable of tackling the problem of unemployment with a strategy which, through its political dimension, would be systematically applicable at national level. This is how the non-profit association Objectif Plein Emploi asbl (OPE) came into being on 1 January 1999.
Moulin Bestgen Resource Centre

| The Objectif Plein Emploi asbl network consists of the Moulin Bestgen Resource Centre as well as some thirty associations, the CIG, that currently cover 54 municipalities in Luxembourg. Situated in Schifflange, the Resource Centre is the registered office of OPE asbl, but it is also the real core of the network. The OPE staff work hand in hand with the CIG in different specific fields such as information technology, health and safety, corporate social responsibility, communication or accounting. Beyond this mission of supporting the activities and projects of the CIG, OPE staff also engage in continuous research and in the implementation of different actions to consolidate the solidarity-based economy in Luxembourg. |

| The action of the OPE network is highly connected to an area, to a territory; the action of each CIG is geared to the population of a given municipality or region. Their mission is to set up sustainable local development projects, particularly in social and environmental areas often neglected by the private and public sectors. Their joint aim is to pursue the general interest of the community. At the same time, these projects help to create jobs. There are three types of CIG, operating at the local (CIGL), regional (CIGR), or sectoral (CIGS) level. The CIGL work at local level, i.e. usually in a municipality, to improve the living conditions of citizens, restore the social bond, and create new jobs. For their part, the CIGR are active in several municipalities, i.e. on a larger regional territory. Finally, the CIG engage in general interest projects in specific sectors, independently of the geographic scope. |
